1. The John Rice Diversity
Award of Recognition
The
Yosemite Community College District and Chancellor Pamila Fisher were
honored recently by the California State Chancellor’s Office by receiving
the John Rice Diversity Award of Recognition. The award acknowledged the District’s Beyond Tolerance
Initiative and extensive college and community efforts that promote tolerance
and diversity. Such recognition reflects
well on the entire District and assists our recruitment efforts for new
staff.
2. Columbia College Wins Two CCPRO Awards
Over
300 entries were submitted to the 2001 PRO Awards Competition hosted
recently by the Community College Public Relations Organization. Columbia College won a third place award
for its Spring 2001 Class Schedule and won second place in the prestigious
Charles Cropsey Photography Award for the photo which appeared on the class
schedule front cover. The Columbia
College Class Schedules were produced on-campus by staff members Andy
Maurer (front cover design and PhotoShop compositing), Doryene Rapini (text
design), and Doug Lau (creative direction and copyrighting). Congratulations to all!
3. Celebration
of the Humanities
MJC
will hold its annual Celebration of the Humanities Awards Ceremony on
Tuesday, May 1, at 7:00 p.m., in the auditorium. Each year MJC celebrates the humanities with competitions in
art, music, photography, speech, theatre, dance and writing. Students are encouraged to submit their
original works for judging by specialists in that field.
4. Faculty
Tenure Recognition
Modesto
Junior College will recognize 15 faculty members that are achieving tenure
this year during the annual Faculty Tenure Recognition on Wednesday, May 2,
4-5 p.m., in the Student Center Lounge.
This event gives deserved recognition to faculty members as they
complete their fourth year with MJC and achieve tenure with the
institution. The New MJC Jazz Vocal
Ensemble, under the direction of music professor Dr. M’tafiti Imara, will
provide entertainment and refreshments will be served. All are welcome.
5. Columbia College Foundation - Annual Hall of
Fame Dinner
The Columbia College Foundation will hold its
11th Annual Hall of Fame dinner and ceremony on Thursday, May 3,
6:00-9:00 p.m., at the Ironstone Vineyards in Murphys. The Columbia College Foundation Board of
Directors has selected four individuals to be inducted into the Columbia
College Hall of Fame. New inductees
are:

Nancy Rosasco, long-time member of the
YCCD Board of Trustees representing Tuolumne and Calaveras Counties.
·
Jerry Lyons, retired faculty member and
Interim Dean of Instruction at Columbia College.
·
Dick Barger, long-time Foundation Board
President and College supporter.
·
Laurie Sylwester, Alumna of the
Year. Ms. Sylwester is a
nationally-known artist, art educator, and Columbia College faculty member
and community leader.
Tickets are $50 per person and are available
from the Columbia College Foundation Office. Everyone is welcome.
6. MJC Presidential Focus Groups
Dr. Abel Sykes, a consultant with the
Association of Community College Trustees, will be on the MJC campus May 9
to conduct a series of focus groups with various constituencies. The purpose is to gather input regarding
challenges the college will face in the next five years and the skills and
qualities desired in a new president.
This input will be used to develop portions of the position
announcement which will be used to recruit candidates for the MJC
presidency. Staff are welcome to attend the focus groups or to forward
comments electronically to Ms. Venesse Metcalf, Director of Human
Resources, who is the staff liaison to Dr. Sykes. Written comments should be sent by May 8.
- MJC Hispanic
Success
The March 12 issue of Hispanic Outlook in
Higher Education included an article entitled “Hispanic Outlook’s Top 50
Community Colleges.” After
reviewing all community colleges in the United States, the journal rates
colleges on two factors, the enrollment of Hispanic students and the
degrees awarded to Hispanic students.
MJC ranked 50th in enrollment (3,430) and 44th
for degrees awarded (209) in 1998-1999.
Approximately half of the colleges who made these lists are in
California, which reflects both California’s demography and California’s
commitment to open access.
- Legislative Visits
Assemblymember David Cogdill visited MJC on
April 27 and will visit Columbia on May 11. The purpose of his visits is to become more familiar with the
services we provide and the challenges we face.

RECOMMENDATION:
That the Board of Trustees
approve the purchase orders issued from March 1, 2001 through March 31,
2001.
2. Acceptance of Gifts - MJC
RECOMMENDATION:
That the
Board of Trustees accept with appreciation the following gifts:
a.
Donation
of walnut and almond hulling and drying services for the 2000 season from
Cover’s Dehydrator/Alan & Linda Cover to be used at the Instructional
Farm Laboratory at Modesto Junior College.
b.
Books
of assorted titles from Terry Hartman and Charmaine Wesley-Hartman to be
used in the Library at Modesto Junior College.
c.
Two
Honda lawn mowers from American Honda Motor Company, Inc. to be used in the
Power Mechanics Program at Modesto Junior College.
d.
Donation
of $400 for the purchase of a skeleton from David Marks to be used in the
Art 123 class in the Arts, Humanities and Communications Division at
Modesto Junior College.

3.
National
Position – Fisher
RECOMMENDATION:
That the Board of Trustees approve the participation of
Chancellor Pamila Fisher in the elected position of Chair-elect in
2001-2001, and Chair in 2002-2003 of the Board of Directors of the American
Association of Community Colleges. This national organization is based in
Washington, D.C. and represents the 1,150 community colleges and 10.5
million students in the United States.

D. DISCUSSION ITEMS
1. On-Line Instruction
With major advances in technology, and great
effort on the part of numerous staff, on-line instruction has grown
dramatically in the colleges of the Yosemite Community College
District. This method of
instructional delivery has allowed more options for more students and is
likely to grow even more in the near future. Mr. Steve Collins, Vice President of Instruction, and Mr. Bob
Gauvreau, Dean of Instructional Services,
will present a report that describes this program and the plans for
the future.
RECOMMENDATION:
That the Board of
Trustees receive the report and commend staff for their efforts.
2. Energy Crisis Update
As the state continues to deal with the energy
crisis, our District continues to be affected by the power shortage and
subsequent financial implications.
Staff will present an update on what is known about the fiscal and
operational consequences of the energy crisis, including plans for
curtailing power use this summer.
RECOMMENDATION:
That the Board of
Trustees receive the report.
3. Student Health Fee
Increase
Education Code Section 76355 authorizes a
community college district to charge a fee for health services. The fee is now set at $11 per semester
and $8 for summer sessions.
Legislation was recently passed authorizing a $1 increase to the
student health fee, if approved by the governing board. It should be noted that the health
services budgets at both colleges constantly struggle to break even
financially.
Generally speaking, the fee may be charged of
all students. However, districts
must, by law, exempt apprentices, low-income students (those eligible for a
Board of Governors Enrollment Fee Waiver), students who depend exclusively
on prayer for healing, and dependent children and surviving spouses of
members of the California National Guard who were killed or permanently
disabled while in the active service of the state.
Campus constituencies have reviewed this
proposal and recommend its acceptance.
College presidents will be available to answer any questions.
RECOMMENDATION:
That the Board of Trustees authorize the
health fee increase of $1 and charge the state approved maximum health fee,
$12 per semester and $9 for summer sessions, effective with the 2001 summer
session.
4. qClassified School
Employee Week
The California State
Legislature and the California School Employees Association have designated
May 20-26 as Classified School Employee Week in California. This designation is done in recognition
of the valuable service provided to schools and colleges by these
employees. Certainly the Yosemite
Community College District could not function without the numerous tasks
performed by these staff who bring to the district a wide variety of skills
and knowledge. The attached
resolution has been presented to us for your consideration by Ms. Becki
Scharffer, President of the CSEA Chapter #420 (YCCD).
RECOMMENDATION:
That the Board of
Trustees adopt Resolution 00-01/06 and thank YCCD classified staff
for their commitment and contribution to our colleges.
5. q2001-2002 Sabbatical
Leave - Columbia College
The Columbia
College Sabbatical Leave Committee has submitted an additional
recommendation regarding 2001-2002 sabbatical leave recipients. The Committee’s recommendation has been
reviewed and approved by the college president.
Applicable Education Code
sections require that employees who are granted sabbatical leaves either
post a bond in an amount equal to the salary received during the period of
the leave, or enter into an agreement with the Board of Trustees for the
proportional repayment of the amount received during the leave if service
is not provided the District in an amount twice the length of the
leave. (A copy of Resolution No.
00-01/07 is attached.)
RECOMMENDATION:
That the Board of
Trustees approve a sabbatical leave to Columbia College Math Professor
Laurel Grindy for Fall Semester, 2001 and Spring Semester, 2002.
In addition, that the Board
of Trustees approve Resolution No. 00-01/07 in lieu of a bond for the recipient.
6. YFA
Proposal to YCCD - Public Hearing
YFA previously presented its
opening negotiations statement for the period beginning July 1, 2001 to
YCCD. Consistent with applicable
code sections and district policy, it is necessary for the Board of
Trustees to conduct a public hearing on the proposal.
RECOMMENDATION:
That the Board of
Trustees conduct a public hearing regarding the YFA bargaining proposal to YCCD.
7. qCSEA Proposal to YCCD
The current YCCD/CSEA,
Chapter 420, negotiated agreement expires on June 30, 2001. However, the agreement allows for
renegotiation for a future term. CSEA, Chapter 420, has presented the
Association’s negotiated proposal to the District.
RECOMMENDATION:
That the Board of
Trustees:
a. Receive the negotiation
proposal of CSEA, Chapter 420.
b. Schedule a public
hearing on the proposal for June 5.
c. Refer the proposal to administrative
staff for review.
8. qQuarterly Report on the
District’s Financial Condition
Consistent with
prevailing fiscal practices and in compliance with current statute, staff
has prepared the quarterly statement of the District’s financial condition
for the quarter ended March 31, 2001.
A copy of the report is attached.
The Board is required by law to hold a public hearing to review the
report and direct that it be filed with the Stanislaus County
Superintendent of Schools and the Office of the State Chancellor. Staff will be available to formally
present the report, respond to questions, and to amplify where
necessary.
RECOMMENDATION:
That the Board of
Trustees:
a. Conduct a public
hearing to review the District’s financial report for the quarter ended
March 31, 2001; and
b. Direct staff to submit
a copy of the required report to the County Superintendent of Schools and
the California Community Colleges Chancellor’s Office.
9. qProposed Revision of
Policy #1000 (Use of College Facilities) - First Reading
Legislation passed in
1998 made it possible for alcohol to be served on community college
campuses under very limited conditions, if the Board of Trustees has
adopted appropriate policy. Both
college foundations and both college presidents have requested that YCCD
Policy #1000 be modified to include these changes. The proposed new policy is attached and
would allow serving wine at foundation fund-raisers with prior approval
from the college president and district chancellor. This is a first reading and the proposal will be sent to
constituent groups for their review and comment.
RECOMMENDATION:
That the Board of
Trustees conduct a first reading of the proposed revised Policy #1000.
10. qColumbia –
Architectural Barrier Removal Project – Change Order 1
Prior to the
commencement of the project, asbestos abatement needed to occur in the
areas where construction was involved in making restrooms accessible. Some of the contractor’s work involved
repair of the demolition, replacement of insulation, and ceramic tile,
which was unknown during the bidding process. Unforeseen electrical work was required when as-built
drawings did not accurately indicate the routing of electrical
circuits. These items and others
resulted in Change Order 1 in the amount of $30,735.
RECOMMENDATION:
That the Board of
Trustees approve Change Order 1 in the amount of $30,735 for the
Architectural Barrier Removal at Columbia College.

1. The meeting will be

Retreat. It will be held in YCCD Conference Room B and will be facilitated
by Dr. Cindra Smith from the Community College League of California.
