1. College Graduations
Columbia College’s commencement will be held on
Thursday, May 17 and MJC’s will
be held on Friday, May 18.
Trustee participation needs to be confirmed. All staff are encouraged to attend these
important college events.
2. Columbia
Music Events for Children and Teens
During the month of March, Columbia College
hosted over 3,500 school-aged children at three separate musical
events. On March 14, Columbia
College’s Symphony of the Sierra performed for nearly 2,500 grade and
middle school children from throughout Tuolumne and Calaveras counties for
the annual children’s orchestra concerts in the Oak Pavilion. On March 2, 3, and 16 and 17 over 1,000
students from several high schools throughout northern and central
California and Oregon attended the annual Columbia College Jazz Series, Big
Band and Vocal Jazz Festivals.
These events provided educational opportunities in music
appreciation and performance techniques.
3. MJC
Teens on Campus
March 31 was a busy day for MJC as 1,000 high
school students attended the 17th Hispanic Education Conference
and 1,300 high schools students attended the 48th Ag Field
Day. Our thanks go to the dozens of
staff who worked hard to make these events a huge success. These opportunities for teens are
excellent examples of supporting and encouraging student success in
cooperation with our local high schools.
4. MJC Women of Distinction
As part of Women’s History
Month, the MJC Chapter of the American Association of Women in Community
Colleges hosted a special luncheon on March 21. At that time five colleagues and one student were honored for
their outstanding contribution to MJC.
We extend our commendation to the planning committee for an

Latina Leadership Network
Last month trustees heard
from officers of the local chapter of this state association about a state
conference to be held in the Central Valley on March 28-30. We are pleased to report that at the
conference, Region 5, led by the MJC Chapter of LLN, received the award for
the most outstanding region in California.

6. Leadership
Turlock
On April 18 the 2000-2001 Class of Leadership
Turlock, a program of the Turlock Chamber of Commerce, will focus on higher
education. MJC will host the class
for the morning portion of their day.
Trustee Rojas, Chancellor Fisher and President Sheehan will take the
group on a campus tour and make a brief presentation. The event will provide an opportunity
for Turlock leaders to become more familiar with MJC programs and services.
7. Native
American Pow Wows
Modesto Junior College, in cooperation with Red
Nations & Friends, will host the 3rd Annual Native American
Pow Wow on Sunday, April 22, on the East Campus Quad. The 6th Annual Columbia
College Pow Wow will be held on Saturday, April 28, from 12:00 noon to
10:00 p.m. on Symons Field. Both
celebrations will feature Native American drumming, dancing, singing, food
and crafts. The events are free and
open to the public. They offer a
wonderful opportunity to learn more about Native American cultures. MJC’s event is co-sponsored by MJC’s
TRIO programs and by ASMJC. Columbia’s event is sponsored by the Columbia
College Student Senate.
8. Shakespeare
Night
The MJC Shakespeare Academy will present the 5th
Annual Shakespeare Night on Monday, April 23, at 7 p.m. in the
Auditorium. This popular event
features 90 minutes of scenes, soliloquies and spoofs of the Bard’s
works. The evening’s lively
presentations are made by MJC students, faculty and staff, and the event is
free and open to the public. The
Shakespeare Academy at MJC is designed to train and inspire budding young
actors, writers and teachers of Drama, Speech and English, and is operated
by Academy Director Dr. Peter Raleigh.
9. Staff
Recognition Dinner
This annual special event will take place on
Friday, May 4 at 6:30 p.m. at Legends Café. Twenty-four retirees and thirteen 25-year veterans will be
honored. Tickets are $25.00 and
available by contacting Elisa Osnaya (575-6509) or Sandi Rebeiro
(575-6513).
10. MJC
Firing Range
The MJC Firing Range was built in 1975 before
the MJC West Campus had any permanent instructional facilities. Classroom
instruction, which was previously held in WWII temporary facilities, moved to
the new Ray Simon Criminal Justice Training Center three years ago. Since 1975, the campus has grown
considerably and the student population will more than double when the
Sierra Halls are fully occupied. In
addition, we have added four new childcare facilities. This year, a new soccer field was built
immediately south of the range based on plans for the range’s removal. Parking lots are scheduled to be built
immediately west of the range next year, before Sierra Halls open in the
summer of 2002. Eventually two more
classroom buildings will be built nearby and the Agriculture Complex is
planned for the current site.
Although the Firing Range has served as an
important part of the Criminal Justice Training Center during the last 26
years, it has been a source of concern to students, staff and
neighbors. Consequently, the Master
Plan adopted by the Board of Trustees in 1991, and the Joint Powers
Agreement with Stanislaus County and the City of Modesto adopted in 1998,
called for the Firing Range to be removed after the firearms classes are
moved to the new facility built by the JPA, which includes the Modesto
Police and the Stanislaus County Sheriff’s Office. This plan was consistent with the moving
of the entire Criminal Justice Training Program to its new facility on
Crows Landing Road in 1998. Since
then, all other West Campus CJTC old buildings have been removed.
The new MPD firing range, which is part of a
larger complex including equestrian and canine training, will be completed
some time in late summer or early fall. When it is complete, our classes,
our weapons arsenal, any useable equipment, and our range master will be
located at the new site. The CJTC
Academy, Modesto Police, and Stanislaus County Sheriff, as well as other
law enforcement agencies, comprise 90 percent of the activity at the range
and will be served there. In
addition, our two classes per term which are open to the public also will
be offered there.
The remaining issue before the Board of
Trustees is the future status of the old Firing Range once the program is
relocated. Operating two facilities
would incur significant extra costs for staff, utilities, maintenance, and
liability insurance. It is
staff’s conclusion that it is inappropriate to have an active public firing
range on a growing and heavily populated campus. Complaints from students,
staff and neighbors regarding safety and noise, as well as concerns about
environmental issues, also contribute to this conclusion. The facility could be sold to a private
entity, donated to a public agency, demolished, or stay vacant until a
later date. Staff will be available
to present the rationale for discontinuing firearm use on campus. It is anticipated that members of the
public will be present to ask that the Firing Range continue to be open for
public use after college programs have moved to the new facility operated
by the Modesto Police Department.

RECOMMENDATION:

include pans, cake boards, and cake boxes from Lauren Nickell, to be used
in the Hospitality Management Program at Columbia College.

44 copies of Mathematics Children Use and Understand: Preschool through First Grade, from
Ann Dutton to Columbia College to be used in the Child Development Center.
4. Special Appointment - Fisher
RECOMMENDATION:
That the Board of
Trustees approve the appointment of Dr. Pamila Fisher to serve as
evaluation team chairperson of the team that will visit Rio Hondo College
on October 23-25, 2001.
5. Curriculum Review - MJC
Based on administrative authorization
previously provided by the Board, the college president has approved these
course additions, deletions, and modifications for the period of January
23, 2001 through February 20, 2001. (The summary was previously forwarded
to trustees for their review.)
RECOMMENDATION:
That the Board of
Trustees approve the curriculum additions, deletions, and modifications for
Modesto Junior College for the period of January 23, 2001 through February
20, 2001.
6. Distance Learning Report - Columbia
College
RECOMMENDATION:
That the Board of
Trustees approve Columbia College distance learning report for 1999-2000
for submission to the State Chancellor’s Office. (The report was previously provided to trustees.)
7. Notice of Completion of Contract
The contract to Remodel
Culinary Academy at Modesto Junior College, West Campus, Bid #00-1457, has
been completed and inspected.
RECOMMENDATION:
That the Board of
Trustees accept the work performed by Paul Anderson Construction to Remodel
Culinary Academy at Modesto Junior College, West Campus, Bid #00-1457, as
having been completed in accordance with the plans and specifications, and
authorize final payment to be made.
8. Notice
of Completion of Contract
The contract for
Electrical Upgrade at Founders Hall and Student Center at Modesto Junior
College, East Campus, Bid #01-1478, has been completed and inspected.
RECOMMENDATION:
That the Board of
Trustees accept the work performed by Walther Electric Co. for Electrical
Upgrade at Founders Hall and Student Center at Modesto Junior College, East
Campus, Bid #01-1478, as having been completed in accordance with the plans
and specifications, and authorize final payment to be made.
D. DISCUSSION ITEMS
1. Revision to Facility
Usage Fees and Procedures - Modesto and Columbia
A review of the
Facility Usage Fees and Procedures at Modesto Junior College recently was
conducted because fees collected were not reflecting all the direct costs
associated with the usage of facilities.
For example, expenses for paper supplies, landscaping material and
high-energy lamps have not been charged to facility users. Rental fees were last increased in 1996
and most did not include the aforementioned expenses. Additionally, with the energy crisis, it
is important that facility users are charged for energy used. The proposed fees for utilities reflect
actual cost increases that YCCD has experienced at both Columbia and
Modesto for energy. In the past,
users have been charged for air-conditioning fees only and have not been
charged for utilities during heating season.
A detailed copy of
proposed changes has previously been sent to the Board of Trustees and is
available to interested parties.
There are four primary revisions at Modesto. The only change for Columbia is the
energy fee. Highlights include the
following:
(1) Fees will include all
utility costs year-round at both colleges.
(2) Users are advised in
advance of circumstances warranting additional custodial fees. These have
been charged at actual cost but were not always communicated in advance.
(3) Fees for the quad
usage, supplies for stadium usage and a house manager for the auditorium
are proposed as additions at MJC.
(4) Fees for performance
lighting, tables and chairs are proposed additions for MJC.
RECOMMENDATION:
That the Board of
Trustees approve the proposed energy fees implementation at Columbia and
Modesto and approve the proposed revisions to the Modesto Junior College
Facilities Fee Schedule.
2. q YFA Proposal to YCCD
The current YFA/YCCD
negotiated agreement expires on June 30, 2001. In compliance with Article 22.2.1 of the YFA/YCCD Faculty
Contract, YFA has presented its opening negotiations statement for the
period beginning July 1, 2001.
RECOMMENDATION:
That the Board of
Trustees:
a. Receive the negotiation
proposal of YFA.
b. Schedule a public
hearing on the proposal for May 1, 2001.
c. Refer the proposal to
administrative staff for review.
3. q Columbia - HVAC at
Madrone and Willow - Change Order
During the retrofitting
of the heating, ventilation and air-conditioning at the Willow Building,
the contractor learned the manufacturer had discontinued the specified
equipment. As a result, the new
equipment would not fit in the existing space without modifications. Therefore, new duct adaptors, unit stand
and flue penetration were needed.
Attached Change Order 1 in the amount of $8,982 represents this
work.
RECOMMENDATION:
That the Board of
Trustees approve Change Order 1 for the contract with Gatewood Heating and
Air-Conditioning at Columbia College for HVAC and Madrone and Willow in the
added amount of $8,982.
4. q CCCT Board of
Directors Election – 2001
The voting period for
the California Community College Trustees Board of Directors ends April
25. There are 20 candidates for 11
vacancies on the board. The
candidates are listed on the attached sheet. Biographical sketches were distributed previously to the trustees.
RECOMMENDATION:
That the Board of
Trustees each complete a ballot indicating their preferences for the CCCT
Board of Directors. These ballots
will be forwarded to the Chancellor for compilation and the completion of a
single Board ballot.
