Analysis of government institutions, politics, issues and political behavior in California in constitutional, social, economic and cultural perspective. Included are studies of issues confronted by U.S. and California state, county, city and regional governments including political representation, climate change, land use and planning, population growth, poverty, education, criminal justice, pollution, budgets and taxation.
